PUBLIC NOTICE

The Brunswick County Board of Commissioners will meet for a regular meeting at 3 p.m. this Tuesday, Sept. 8, 2026 (Note: County offices are closed the first Monday in September (Monday, Sept. 7) to observe Labor Day). The public is welcome to attend in person or watch live on the Brunswick County Agendas and Minutes Portal.

The commissioners’ chambers are on the first floor of the David R. Sandifer Administration Building at 30 Government Center Drive in Bolivia (28422).

Below are a few selected items from the agenda that the Board of Commissioners will discuss and take possible action on during the regular meeting.

VI. Presentations

1. Emergency Management – Emergency Management, National Weather Service (NWS) Certificate of Achievement for StormReady and TsunamiReady: Request the Board receive a presentation by the National Weather Service (NWS), recognizing and awarding Brunswick County with the Certificate of Achievement for being both StormReady and Tsunami Ready.

2. Governing Board – Resolution Operation Green Light 2026: Request the Board adopt the proclamation honoring veterans of Brunswick County.

VII. Administrative Report

1. Administration – Fire Fee Agreed Upon Procedures: Request Board approval for the agreed-upon procedures agreement and tasks by Martin Starnes and Associates, CPAs, P.A., subject to legal review and approval; delegate signing authority to the County Manager; and amend the budget to fund the agreement.

2. Administration – NCACC 2027 State Legislative Goals: Request the Board propose legislative goals to be presented to NCACC for consideration by the Association for inclusion in its 2027 legislative agenda.

3. Cooperative Extension – Cooperative Extension Agriculture Agent: Request the Board approve a Cooperative Extension Agriculture Agent with split funding from North Carolina State University.

4. County Attorney – Modification to the Board of Commissioner's Public Hearing and Public Comment Policies: Recommend the Board approve requested modifications to its public hearing and public comment policies.

5. County Attorney – Requested Options for the Regulation of Burning: Request the Board receive information and various options requested regarding the regulation of burning in unincorporated Brunswick County.

6. Information Technology – IT Password Policy: Request Board approval regarding the newly revised Brunswick County IT Password Policy. This revision replaces the existing policy.

7. Sheriff’s Office – Southport Christian SRO Budget Amendment and Additional Position: Request the Board approve a budget amendment as part of the creation of an additional position as a School Resource Officer (SRO) at Southport Christian School. The contract with Southport Christian, in which the school agrees to reimburse the County for an SRO position, was unanimously approved by the Board on Aug. 3.

8. Utilities – Ferguson Contract for AMI Sensus Products: Request the Board approve a contract with Ferguson Enterprises in the amount of $1,498,746.00 for the purchase of Sensus products relating to the County's Advanced Meter Infrastructure (AMI).

VIII. Board Appointments

1. Clerk to the Board – Ocean Isle Beach Planning Board and Board of Adjustments ETJ: The Town of Ocean Isle Beach requests consideration of the appointment of Mr. Frank Williamson and Mr. Ed Miller to the Planning Board as the ETJ appointees and Mr. Danny Norwood as the Board of Adjustments ETJ appointee.

2. Clerk to the Board – JCPC: Request the Board consider the appointment to the JCPC of one of the applicants.

3. Clerk to the Board – LCFWASA: Request the Board consider appointment of one of the applicants for the unexpired and vacated seat of William Sue from the Lower Cape Fear Water and Sewer Authority.

X. Closed Session

1. Clerk to the Board – Closed Session: Request the Board enter closed session pursuant to N.C.G.S. 143-318.11(a)(1) and (3) to approve closed session minutes of August 3, 2026, and August 17, 2026, and to consult with its attorney in order to preserve the attorney-client privilege regarding Brunswick County v Chemours et al.

Public Comment and Public Hearings

Most regular meetings include a time for public comment before the Commissioners at the beginning of the meeting. Some meetings also have public hearings for specific issues. The public hearings are similar to a public comment period but pertain to one topic.

Individuals wishing to speak during a public hearing should sign up before the meeting starts on the form at the door dedicated to public hearings. This form is separate from the form used to sign up for public comments at the beginning of the meeting.

Speakers wishing to distribute any related documents, printed comments or materials to the commissioners should deliver at least eight copies to the county clerk at least fifteen minutes before the meeting starts.
